Based off of recruiting grades which are subjective, but kind of interesting none the less. The grades are a composite of all the recruiting services, so scout, 247, espn and rivals all are factored into the rankings.

Michigan State (23rd in roster talent), Baylor (31st) and TCU (41st) are some of the bigger over achievers who do more with less.

Michigan (9th), Texas (11th) and Florida (12th) are a couple of schools who happen to suck with pretty elite talent.

For Pac 12 fans:

USC (2nd)… Thank God they like guys like Kiffin and Sark as their coaches.
UCLA (15th)
Oregon (17t)
Stanford (18th)
ASU (27)
WAshington (32)
Cal (33)
Arizona (44)
Utah (50)
Oregon State (57)
Colorado (59)
WSU (64)
