I expected him to be a mid-first round pick and he's still available late in the 3rd. Does he have character concerns or is he just overrated?

No expert, but probably the same reason that our boy Reed fell. Not a 3 down player.
He was also more of a mid-2nd round in the consensus mocks. He's barely 20 years old and while a great weight lifter still very raw. I wouldn't be surprised at all if he's still on our radar despite taking Reed.
