Barnwell uses a different chart than the Jimmy Johnson one, and he ranks Seattle as #11 in Draft Capital

Barring a major trade, we should have a solid sense of how much draft capital each team has to work with for the upcoming season.

It won't surprise you to hear that the Rams have the least draft capital after trading away what became the fifth overall pick as part of last year's Jared Goff deal, but quantifying the differences between teams and identifying the changes they've made is important

The author is ranking teams by the delta (DIFF column) between original value (draft slot) and current value (after trades and comp picks). So the Seahawks rank 11th because they have done well with comp picks but going by pure value they would rank 19th (an improvement over the 26th slot). I don't agree with his calculations because it assigns a negative delta to Seattle even though their draft position clearly improved (gaining two 3rd round comp picks outweighs the lost 4th and 5th, plus they moved up in the 7th). That oddity aside it is an interesting article and shows Seattle is sticking by their long term approach of building through the draft while the Patriots are doing the exact opposite and trying to win now.
