They ran out a 12th man (pun) as the Duke kicker nailed a 53 yarder FG. 5 yard penalty - and then the Duke kicker missed a 48 yarder.

Shady and brilliant.

Wasn't watching, why didn't Duke decline the penalty if they had made the 53 yarder?

It's a dead ball foul, it can't be declined.
