does anyone know if comp picks are decided by contract and performance or just the conctract signed?

They don't release the actual formula but it's predominantly done on contract. However, the fact that post season honours are a factor makes Golden's situation interesting. We're slotted to get a 4th from his salary, but he's a lock for the Pro Bowl at this stage and might even take All Pro honours if he keeps up his play. You'd have to think that 4th could then turn into a 3rd, but the NFL probably keep their formula under wraps so they can screw teams like us out of such compensation.

Regardless, our 2015 draft is looking fantastic, and even if we end up with the 4th for Golden it should look something like this...

1st
2nd
3rd
4th x 4 (Our original fourth plus comp' fourths for Golden and BB, plus a conditional if Percy remains with Jets)
5th x 2 (Original pick plus comp for Giac)
6th (Traded for Burley but should acquire one for WTIII or Clinton Mcdonald)
7th

That's 11 picks, 7 of which could come in the first 4 rounds.

Of course, Percy's not remotely close to being a lock for a 4th, but even if it ends up being a sixth we're looking at a really good situation that gives us plenty of manoeuvrability.

I know nothing about the formula but you would expect at least 2 or 3 picks for losing 7 key starters/role players. Those comp picks hopefully make it possible to move up and get a few solid prospects for the Seahawks to work with.

The max you can get is four, we should get all four because we haven't made any FA signings that will offset what we've lost. Based on the contracts handed out we're slotted to get two 4ths for Tate and Browner, a 5th for Breno and a 6th for WTIII.

Where it becomes interesting is with the performance factor that can improve comp picks (and possibly negate them too). If Tate continues to put up big numbers and lands a Pro Bowl (very likely) and an All Pro spot (possible), then you'd expect that 4th to turn into a 3rd given that they are the highest performance-based accolades you can achieve (aside from MVP).

On the flipside, given Browner and WTIII's lack of playing time (the latter due to injury), we can probably expect their comp picks to decrease in value. However if WTIII's compensation turns into say a 7th, then there's a chance that Clinton McDonald's compensation could supersede it and we'd still get a 6th. Unfortunately, I've seen on a couple of site's that we may not be entitled to comp for McDonald as he wasn't on the team come opening day.

It'd be a lot easier if they just released the formula but I guess the speculation's pretty fun, at least until they tell us that we're only getting a 4th for Golden.
