It depends. If you have good RB depth like I do, you definitely want McCoy. McCoy's issues are likely temporary, in fact I'm expecting him to have a pretty big game against the Rams (weak run D, Philly is getting one of their linemen back).
Ellington has been a #2 starter PPR RB so far, and I feel like he's not terribly far off from his max upside. McCoy could be a monster though once his schedule softens and his line gels. So if you have a 3rd RB that's not a huge step down from Ellington, I would prefer McCoy because his upside is so much higher, and the risk isn't all that much if you have a good 3rd RB.
