Pretty much this. Oddsmakers place the odds dependent on how they think they can make the money flow into their coffers. The only basis on "reality" is the reality of what betters will bet on.

I agree with those who predict he’ll go to the Raiders. That seems like such a Jon Gruden and Mark Davis way of saying, “hey fans, sorry we sucked so bad last year. Allow us to make it up with a splashy free agent signing!”
