Not necessarily. They were going to need at least 5 WRs on the roster regardless, and they've been carrying too many TEs due to McCoy's injury.

A player going to IR opens up a spot on the 53. Nothing says they have to bring a TE up, as we already have 2. McCoy was taking up third spot, in hopes he would recover in time.

"Oh, McCoy (Magoo??), you've done it again!" At least he had more snaps than Deshone Miles (or did he?). Seems like all that it takes sometimes is one leg injury, then the rest follow like dominoes. Richardson appears headed down that road as well. That's too bad.
