It's not so much that he fell short of the goal line, he fell short of the 1st down marker, too. Probably could have made it if he stretched out for it. ;)

Where I was at, 90% of the people in my and surrounding sections started hugging and celebrating as soon as he fumbled the snap. They had no idea the play continued after that.

Brock Huard is incorrect.

More hints: Plan B free agency was from 1989 - 1992. The player in question was a defensive player and played for the Colts before the Seahawks.
