Training camp PUP. Does it open roster spots?

No, they still count against the 90-man roster. If they stayed out and were on PUP in the regular season, they wouldn't count against the final 53-man roster at that point, but having them on PUP for training camp does not open up roster spots.

Well, partly because, if they don't get better by opening day, they could be put on PUP at start of season. Which sounds kind of ominous, doesn't it. ;(

In order to put them on PUP to start the regular season they had to have started camp on pre-season PUP. This allows the team protection if the players aren't ready for the season in that those roster spots won't count against them once the first regular season game rolls around.

If the player is at any time put on the active roster, they then can't be placed on PUP after the cuts from 90 to 53, which can be advantageous to the team. If unable to play, the player occupies a roster spot if they aren't still healthy enough to play. Usually PUP is only used for players who's injury look to be capable of early resolution after the start of the regular season. At that stage the PUP player does not count for a roster spot, until activated, or placed on IR. There are rules of how long the player can be stashed on PUP before being activated or placed on IR.
