He was number one after week 16 and the breakdown of week 17 moved him down to number 2. The title page is showing week 16.

After watching it, it's definitely a week-to-week thing, meaning he's only ranking the quarterbacks on this past week, with a bit of credence lent to the previous three or four weeks. Funny to see Tony Romo and Cam Newton on last week's list.
And that was a weird list. Just struck me as very myopic, based on a snapshot rather than the season.
