What if the 12th man was licensed by the NFL...

I've been thinking about this for along time, started back in the early 80's when the Hawks 12th man show of appreciation was really popular the first time around. I was just a kid then but remember wondering why only Seahawk fans enjoyed the team setting aside a number for the fans.

I'm really surprised that the NFL doesn't buy out the license from A&M and promote it to all NFL fan bases. The Hawks are not the only NFL team to have retired the number 12 for their fan base or used it as a promotional avenue. Buffalo did it in the early 90's.

Thoughts?

The Bills retired Jim Kelly's number for the fans?

That is a little surprising.
