Well, if you believe stats and history, probably every football fan in America has seen them play with doctored footballs.

The NFL absolutely bears responsibility for its failure to investigate these incidents of cheating over the last 10 years. Not only did it fail to levy punishment for this cheating, it then made the cheating easier by allowing the teams to supply their own footballs after the 2006 season.
