Cut versus Waived

A player with fewer than four years of experience is normally waived, and must clear waivers to sign with another team. A 'vested veteran' with 4 years has his terminated and can sign right away. There are a bunch of other designations within those categories (mostly having to do with injured players) but that should answer your basic question.
