That is not what was being reported. The Broncos were prepared to offer Allen the same deal they offered Ware. He was willing to accept it when they told him to hold on, they had someone else in mind (which turned out to be Ware).
I don't see anywhere that the Broncos want to sign both.

It's not happening they were going to or actually offered the same deal to Allen which he refused and Ware became available.
