Sounds great in theory. But we all know that's not where the money would end up. Nor do I think that money is the solution to teacher fatigue and laziness.

They never got deinstituted, technically. Corporal punishment is still allowed in a lot of places. It's just that nobody wants to jump through the necessary hoops.
