Are teams required to keep full rosters in-season?

If not, seems like one way to clear up some cap space might be to just not pay full minimum to your last-string backups. Maybe store those guys on the PS and run with less than 53 people on the roster? They don't all get activated on gameday anyway...

I don't believe teams are required to maintain full rosters. However, there is no practice squad in the off-season. There is basically just the 90 man roster that they open camp with. Salary cap is still in effect, though only on the highest 51 paid players. I may be wrong on some of this.

Would be very interesting if a cap-strapped team tried to save a million or two by not using up their last couple roster spots in season. I don't think any team would actually try it, but this year would be the year to do it since so many teams are way over the cap.
