Which would be more frustrating?

To be a 13-3 division winner and have to play in the wild card round against Minnesota or be a 13-3 (or even 12-4) team that has to be a wild card team and go on the road to Dallas?

At least the division winner is guaranteed one home game. Are you talking frustrated fans or frustrated players? If its the fans, I'm sure they would pick the home game every time. The players would probably be more frustrated they can not rest their bodies.

has any team ever gone 11-5 and not made the playoffs?

Since the NFL playoffs expanded to five teams per conference in 1978, no team with a record of 12–4 or better has ever been left out. ... Just two teams with 11–5 records—the 1985 Denver Broncos and Matt Cassel's 2008 Patriots—have missed the playoffs.
