Foles is an odd duck. He is, IMHO, the best backup QB in the NFL. We all know about his playoff runs in 2017 and 2018, but even in 2013, he replaced Vick in Philly and went 8-2 as a starter while dropping a 27-2 TD-Int ratio and a 119.2 passer rating. However, every season he is handed the keys from the get-go, he's been an underwhelming disappointment. I wouldn't want him as a starter, but I'd love him as a backup.
