Eli Apple over Flowers?

Apple was just released from the Panthers. He's by no means a stud, but statistically (according to PFF), he's graded higher than Flowers over the last few years, averaging 62. As of right now this year he's at 55.3, opposed to Flowers 43.7.

Take a flier? Would he be better, worse, or the same as Flowers?

He must be a headache, former 1st rd pick if i remember right and already been thru 3 teams in his short career.

Who was the CB that Cleveland drafted near the top, the same year they grabbed Johnny Foosball, that was considered a bust?

Justin Gilbert? He was with Cleveland traded to Pittsburgh in 2016 and then since 2017 he's been suspended for substance abuse. He hasn't played a down since and from what I've seen of his stats he's been unimpressive. But it looks like he hasn't really had a chance to do anything due to some dings via injury and his suspension.
