WTF does re-establish actually mean?

DK stepped out.
He got back in BEFORE touching the ball.

What is re-establish?

I thought it was two feet too… the right foot was close. Regardless… bullshit start.

At.the time he caught the ball, the right foot had last touched out of bounds.

They only replayed it once and it wasn't a great angle but it looked to me like the both feet touched inbounds before he caught the ball.
