Yes, getting fooled that bad should be a penalty on it's own

Goffs back was to him, and he was acting like he had the ball. Taylor had nothing visible to indicate that Goff was not throwing.

True BUT you can't trust a football player not to cream the qb every time if you arent calling it because you think he got fooled
