Did you mean this in a cynical or non-cynical way? I kind of read it as the former (as in their determinations were biased), but wasn't sure if that's what you meant.

No, non cynical. It is the beginning of the league year in the next few days, and the time to heal is over. Guys who look like they are not going to be healthy have got to go. Which still sounds cynical, I know. But March is when teams have to really make up their minds about money and project players who have been dead weight.
