Well this seals the deal especially with our Political figures in place, we will never see a Super Bowl hosted in Seattle.
Per a source with knowledge of the situation, the league no longer will put Super Bowls out to bid. Instead, the process will commence with the league approaching a specific city regarding a specific future Super Bowl, outlining the terms the NFL needs in order to grant the game to that location.

This almost guarantees favoritism if it didn't already and a competition not unlike the Olympics, we all see how that works out, NFL dictating what they want and if Cities start trying to make that stuff happen it won't end well.
