He wasn't getting many passes his way in Pitt the past couple of years but he has the ability to put up monster numbers.

Agreed. He would have been a great fit for Rodgers. There are some other receivers that I thought they would be all over - Brandin Cooks, Will Fuller (who is FA), but they haven't made a move yet. They do need massive receiving help there.

Perhaps they are hoping that with no weapons and playing poorly, Rodgers retires so they can get out of some of that contract.

Cooks has a 2023 guaranteed salary of $18M that is inhibiting his trade.
