This is bewildering. Honestly, How does this happen in the NFL? All it would take is one coach with an IQ over 50 to understand that you have no timeouts and you're not getting the ball back.
You literally can't win the game. Take a penalty which a.) gives your punter more room to pin. and b.) You give the Stealers 18 seconds less time to get into field goal range.
