There is no more "designated to return" from the IR. Any two players can be brought off the IR after fulfilling the appropriate timing criteria. Neither has to be designated to return in advance.

You probably know this, but it wasn't clear in your post....this rule only applies once the season starts. If a player is placed on IR in the preseason, he is not eligible to return.
