Why are we 8-8 and select 20th, and 2 9-7 teams are selecting ahead of us ?

We're actually currently slotted to pick 15th.

Non-playoff teams Pick 1-18.

Green Bay holds the tiebreaker for the 7th seed (NFC). Which means they would pick 19th/20th.

Cactus is right, but to answer your question, it was probably before the Packers win and we still had the 7 seed so we were a playoff team.
