Hip tightness, changeable?

I often read about players couldn't do this, or that due to hip tightness. Such as our new DE Derick Hall he was supposed suffer from "Hip tightness prevents tight turns at the arc."

Any doctors, Chiro, biologists, etc here? Is hip tightness a permanent thing like small hands, or something that can improve with training etc.?

Just get your set of allen wrenches out, find the right size, and adjust the tightness. Of course it's changeable!
