It's a clickbait headline & says nothing in the article that would actually make anybody think they are actively seeking an exit strategy only that they may have to consider it if the trend continues.

The 1st paragraph where it says it was a disaster is a well known fact. Not sure how that proves anything about anything or how you think it's somehow relevant.
