My understanding is that they compare the losses and gains. Maybe it is two actual pics but comparing Sweezy with 5 years $32Million + Mebane 3 year $13M with Bradley $1M (I thought 1 year contract doesn't count against comp picks by the way) and Webb 2 year $5.7M and we would have gotten what 7 round picks as compensation?

Yes they did, but it looks like it backfired. Okung's contract cost them the top compensatory pick for Brock Osweiler. They still received 4 picks but only one 3rd rounder.
