The refs are doing this to everybody. Its a shame because now, not only do teams have to account for their opponents, they must also account for poor refs. This is why Sean Payton and others have advocated for the NFL to employ full time refs (like every other self respecting sports league), but like Rome under Nero, Goodell just plays his violin.
