My presumption is that it has to do with the rules about rookie minicamps and how long you can be in the league and still participate.

I think that's basically the reason. They needed warm bodies to play in the rookie mini-camp. Heaps is gone the moment we bring T-Jack back. The team is just waiting for June 1 (I believe that's the date, but correct me if I am wrong) where signing a FA doesn't count against the comp pick formula. Same thing they did last year really.
Vernon Adams reminds me of what happened to Matt Scott to be honest.
