I don't know. I flew to Seattle to help my buddy drive his new pickiup and 5th wheel back to Alaska, and we got stopped at the border. THey tore apart the 5th wheel, scattering shit everywhere. Then, a dude with a gun escorted me back to the US side. I had told my buddy to keep going and I'd find my way home. The guy at the US border inspection just shook his head when I told him what was up. He allowed me to hang out on the inspection so I could hit up every bus driver that came through for a ride to Seattle. Took a couple of hours, but for $25 I got a ride to the Seattle downtown light rail, jumped that to SEATAC, and flew home. I asked them about it, telling them it was only a misdemeanor, but they said they saw it as a felony.
I talked to a lawyer, and his client had been driving truck Fairbanks to Seattle for 30 years. But after he retired, he was driving out, and at the border they looked up his driving record and found an ancient DUI. He gave the lawyer many thousands of dollars to get it cleared.
I think it's a scam by Canada. You can apply for "temporary citizenship," but it's $250 and they can deny it for any reason. You then can appeal it for another $250...and it goes on and on.
I think it's a chickenshit policy, but nothing I can (afford) to do about it.
