The problem is that Okung is all too rarely at 100%.

Yep, and I'm pretty sure his false start problem is related to his injuries. I think he's trying to compensate for his weaknesses while injured and trying to get that extra half step on the D-lineman/pass rusher. I don't think he gets as many penalties when he's healthy. Same for the holding calls.
